In general, single program evaluation/study is characterized by:  1) use of the same ARTIC version across time points; 2) a question that the program evaluation/study seeks to answer that is consistent across all time points; and 3) a group of respondents that share consistent characteristics (i.e., same agency or school system, same set of departments or schools, same job roles) across all time points.
